Die für den deutschen Glücks- und Gewinnspielmarkt derzeit geltenden rechtlichen und ordnungspolitischen Rahmenbedingungen führen dazu, dass sich der nicht-regulierte Markt deutlich zu Lasten des regulierten Marktes ausweitet, was negative volkswirtschaftliche und soziale Effekte zur Folge hat. Ziel der Politik sollte es sein, einen möglichst großen Teil des bis dato nicht-regulierten Marktes (Grau- und Schwarzmarkt) in einen geregelten Rahmen zu überführen.
To support complex business processes, information systems are required. Furthermore, to use these information systems efficiently, new processoriented organisational structures have to be implemented. This paper explores the tasks of a Chief Process Officer (CPO) and a Chief Information Officer (CIO) who both are responsible for realizing these objectives. First a short overview of Business Process Management as a fundamental part of Corporate Management is given. Second this paper discusses different roles which impact the concept of an integrated process management. Third different aspects of both the CIO and CPO role are described.
Dieser Beitrag will aufzeigen und geht der Frage nach, was der Business Case einer an Werten orientierten, verantwortungsvollen und somit einer durch Moral geprägten Führung in und von Unternehmen bedeutet. Es wird erläutert, auf welche Weise und unter Berücksichtigung welcher Aspekte eine „moralische“ Führung zur Wertschöpfung und damit zum Gewinn von Unternehmen beitragen kann. Wirtschaftliches Handeln wird oft im Konflikt zu moralischem Handeln wahrgenommen. Aus dem Zusammenhang mit dem Case des Business Case, der Instrumentalisierung von Moral im ökonomischen Sinn folgt die Begründung, dass die Moral der Ökonomie, der Utilitarismus, einer übergreifenden ethischen Reflexion bedarf, und dass das wirtschaftliche Handeln und Entscheiden der Führungskräfte aus einem umfassenderen moralischen Verständnis heraus praktiziert werden sollte. Hierzu wird ein entsprechender ethischer Begründungsansatz für eine praktische Moral der Unternehmensführung in seinen möglichen Grundzügen vorgestellt.
Robot deployment in realistic dynamic environments is a challenging problem despite the fact that robots can be quite skilled at a large number of isolated tasks. One reason for this is that robots are rarely equipped with powerful introspection capabilities, which means that they cannot always deal with failures in a reasonable manner; in addition, manual diagnosis is often a tedious task that requires technicians to have a considerable set of robotics skills.

Wettbewerbsvorteile werden in der Zukunft weitgehend durch ein effizientes Management von Veränderungen erzielt. Somit sind Veränderungsprozesse derzeit ein selbstverständlicher Bestandteil im Management geworden. Die Einführung einer TQM-Philosophie kann in diesem Zusammenhang ein erfolgversprechender Ansatz sein. Dabei gilt es zunächst, die vorliegenden Konzepte zu vergleichen und hinsichtlich einer spezifischen Unternehmenssituation einen entsprechenden Ansatz festzulegen.
Schon der Titel des Jahresberichts 2013 "Den Wandel gestalten: Hochschule stellt sich drängenden Fragen der Gesellschaft" offenbart, welche Bedeutung gesellschaftlichen, wirtschaftlichen und technologischen Veränderungen an der Hochschule beigemessen wird.
Dieses Schwerpunkthema zieht sich folglich wie ein roter Faden durch die Inhalte des 90 Seiten starken Jahresberichts, ohne dabei die enorme Vielfalt von Forschung und Lehre an der Hochschule Bonn-Rhein-Sieg aus den Augen zu verlieren. Ob nun die Ergründung von Lücken in der Robotersicherheit während eines europäischen Intensivprogramms, ein Bericht aus dem Krisengebiet Philippinen von einer Absolventin, die als Organisatorin für Care International tätig ist, oder das Kapitel "Was bedeutet Wandel?" - der Jahresbericht bildet das ganze Spektrum der Möglichkeiten, Aktivitäten und Erkenntnisse der Hochschulangehörigen ab.
Gender disproportions have been part and parcel of most African cultures since time immemorial. Demographically, women are over a half population in most of the African countries but their participation in sectors of socio-economic and political spheres have remained inadequately represented. The enduring and biased beliefs on gender roles that view women much less important as compared to men are what forms the basis of concern to the welfare of women and most importantly the women entrepreneurs. This study reveals the long-standing cultural practices that have contributed to gender inequality and goes further to demystify areas in which women have continually experienced inequality and thus affecting their entrepreneurial spirit. Through the desk research methodology, it can be deduced that the following are key areas that pause a threat to women socio-economic and political development and hence the inequality being experienced even today in the twenty first century: harmful marriage, female genital mutilation, wife inheritance and HIV scourge, access to land including land rights and right to property, over-emphasizing patriarchal system of family, and gender violence. These factors compounded together, have resulted for unfortunate experiences that have been witnessed in the education sector, political participation, participation in policy making, gender division of labour and inaccess to credit facility. These experiences have severely thwarted entrepreneurial growth of women. The study therefore recommends that there is imperative need for a paradigm shift in these areas to ensure women are not only liberated and empowered but also their full participation in the entrepreneurship activities are highly strengthened and promoted.

Die Diskussion über Nutzen und Risiken der Biound Gentechnik beherrschte die Jahre von 1998 bis 2001. Die „grüne Gentechnik“ kämpfte auch 1997 gegen wachsende Widerstände. Erst als sich im Jahr 2001 die Medien mit der „roten“ Gentechnik befassten, sank der Anteil kritischer Vorbehalte und stieg die Akzeptanz gegenüber gentechnisch herstellten Medikamenten in der Bevölkerung. Die Entschlüsselung der menschlichen Erbanlage und die Diskussion um das Klonen von Menschen sowie die Forschung mit embryonalen Stammzellen führte neue Aspekte in die öffentliche Diskussion ein. Die Debatte findet seither auf allen politischen Ebenen statt. Im Zusammenhang mit der Genforschung werden in den Medien immer häufiger Moral und Ökonomie gegenübergestellt und gegeneinander abgewogen. In diesem Wirrwarr von unterschiedlichen und häufig auch widerstreitenden Interessen ist es nicht einfach, sich zurechtzufinden und schließlich zu einer eigenen Position zu gelangen. Umso wichtiger ist daher eine nüchterne Darstellung der Sachverhalte.
Fabry disease (FD) is an X‐linked lysosomal storage disorder. Deficiency of the lysosomal enzyme alpha‐galactosidase (GLA) leads to accumulation of potentially toxic globotriaosylceramide (Gb3) on a multisystem level. Cardiac and cerebrovascular abnormalities as well as progressive renal failure are severe, life‐threatening long‐term complications. The complete pathophysiology of chronic kidney disease (CKD) in FD and the role of tubular involvement for its progression are unclear.
We established human renal tubular epithelial cell lines from the urine of male FD patients and male controls. The renal tubular system is rich in mitochondria and involved in transport processes at high energy costs. Our studies revealed fragmented mitochondria with disrupted cristae structure in FD patient cells. Oxidative stress levels were elevated and oxidative phosphorylation was up‐regulated in FD pointing at enhanced energetic needs. Mitochondrial homeostasis and energy metabolism revealed major changes as evidenced by differences in mitochondrial number, energy production and fuel consumption. The changes were accompanied by activation of the autophagy machinery in FD. Sirtuin1, an important sensor of (renal) metabolic stress and modifier of different defense pathways, was highly expressed in FD.
Our data show that lysosomal FD impairs mitochondrial function and results in severe disturbance of mitochondrial energy metabolism in renal cells. This insight on a tissue‐specific level points to new therapeutic targets which might enhance treatment efficacy.

Environment perception for highly automated driving heavily employs deep neural networks, facing many challenges. How much data do we need for training and testing? How to use synthetic data to save labeling costs for training? How do we increase robustness and decrease memory usage? For inevitably poor conditions: How do we know that the network is uncertain about its decisions? Can we understand a bit more about what actually happens inside neural networks? This leads to a very practical problem particularly for DNNs employed in automated driving: What are useful validation techniques and how about safety?
This book unites the views from both academia and industry, where computer vision and machine learning meet environment perception for highly automated driving. Naturally, aspects of data, robustness, uncertainty quantification, and, last but not least, safety are at the core of it. This book is unique: In its first part, an extended survey of all the relevant aspects is provided. The second part contains the detailed technical elaboration of the various questions mentioned above.

Electric vehicles (EVs) are rapidly growing in popularity, but range variability has become an important research area with significant implications for EV performance, usability, and overall market adoption. This study aims to unravel the complexities of range variability by examining the contributing factors and offering innovative strategies to mitigate these differences during pack design. Through a detailed analysis of cell parameter deviation, cell connections, battery configuration, battery pack size, and driving behavior, the research illuminates their impact on extractable energy and driving range. The study employed a comprehensive approach and conducted systematic simulation-based experimentation to identify the optimal battery pack configuration based on maximum extractable energy, minimal variability and maximum range. The results reveal insights into the relationship between discharge rate and battery pack performance, and the impact of cell parameter variations on pack energy output. This research advances the understanding of EV performance optimisation, reduces pack-to-pack variability, and extends battery pack lifespan.
This study addresses the common occurrence of cell-to-cell variations arising from manufacturing tolerances and their implications during battery production. The focus is on assessing the impact of these inherent differences in cells and exploring diverse cell and module connection methods on battery pack performance and their subsequent influence on the driving range of electric vehicles (EVs). The analysis spans three battery pack sizes, encompassing various constant discharge rates and nine distinct drive cycles representative of driving behaviours across different regions of India. Two interconnection topologies, categorised as “string” and “cross”, are examined. The findings reveal that cross-connected packs exhibit reduced energy output compared to string-connected configurations, which is reflected in the driving range outcomes observed during drive cycle simulations. Additionally, the study investigates the effects of standard deviation in cell parameters, concluding that an increased standard deviation (SD) leads to decreased energy output from the packs. Notably, string-connected packs demonstrate superior performance in terms of extractable energy under such conditions.
Due to ongoing digitalization, more and more cloud services are finding their way into companies. In this context, data integration from the various software solutions, which are provided both on-premise (local use or licensing for local use of software) and as a service, is of great importance. In this regard, Integration Platform as a Service (IPaaS) models aim to support companies as well as software providers in the context of data integration by providing connectors to enable data flow between different applications and systems and other integration services. Since previous research has mostly focused on technical or legal aspects of IPaaS, this article focuses on deriving integration practices and design-related barriers and drivers regarding the adoption of IPaaS. Therefore, we conducted 10 interviews with experts from different software as a services vendors. Our results show that the main factors regarding the adoption of IPaaS are the standardization of data models, the usability and variety of connectors provided, and the issues regarding data privacy, security, and transparency.
The technological development of the digital computer and new options to collect, store and transfer mass data have changed the world in the last 40 years. Moreover, due to the ongoing progress of computer power, the establishment of the Internet as critical infrastructure and the options of ubiquitous sensor systems will have a dramatic impact on economies and societies in the future. We give a brief overview about the technological basics especially with regard to the exponential growth of big data and current turn towards sensor-based data collection. From this stance, we reconsider the various dimensions of personal data and and market mechanisms that have an impact of data usage and protection.
This work describes extensions to the well-known Distributed Coordination Function (DCF) model to account for IEEE802.11n point-to-point links. The developed extensions cover adaptions to the throughput and delay estimation for this type of link as well peculiarities of hardware and implementations within the Linux Kernel. Instead of using simulations, the approach was extensively verified on real-world deployments at various link distances. Additionally, trials were conducted to optimize the CWmin values and the number of retries to maximize throughput and minimize delay. The results of this work can be used to estimate the properties of long-distance 802.11 links beforehand, allowing the network to be planned more accurately.
Ghana suffers from frequent power outages, which can be compensated by off-grid energy solutions. Photovoltaic-hybrid systems become more and more important for rural electrification due to their potential to offer a clean and cost-effective energy supply. However, uncertainties related to the prediction of electrical loads and solar irradiance result in inefficient system control and can lead to an unstable electricity supply, which is vital for the high reliability required for applications within the health sector. Model predictive control (MPC) algorithms present a viable option to tackle those uncertainties compared to rule-based methods, but strongly rely on the quality of the forecasts. This study tests and evaluates (a) a seasonal autoregressive integrated moving average (SARIMA) algorithm, (b) an incremental linear regression (ILR) algorithm, (c) a long short-term memory (LSTM) model, and (d) a customized statistical approach for electrical load forecasting on real load data of a Ghanaian health facility, considering initially limited knowledge of load and pattern changes through the implementation of incremental learning. The correlation of the electrical load with exogenous variables was determined to map out possible enhancements within the algorithms. Results show that all algorithms show high accuracies with a median normalized root mean square error (nRMSE) <0.1 and differing robustness towards load-shifting events, gradients, and noise. While the SARIMA algorithm and the linear regression model show extreme error outliers of nRMSE >1, methods via the LSTM model and the customized statistical approaches perform better with a median nRMSE of 0.061 and stable error distribution with a maximum nRMSE of <0.255. The conclusion of this study is a favoring towards the LSTM model and the statistical approach, with regard to MPC applications within photovoltaic-hybrid system solutions in the Ghanaian health sector.
